Vessel banned from Paris MOU ports

Mar 07, 2026 10:47

**Title: 'Wave' Vessel Faces Ban from Paris MOU Ports Following Detention** On February 26, 2026, the vessel 'Wave' was apprehended in Tulcea, revealing a staggering count of 40 deficiencies. Out of these, 16 were deemed serious enough to warrant the detention of the ship. The issues identified by inspectors included critical gaps in documentation and safety compliance, such as: 1. Missing endorsement by flag state on required certificates 2. Lack of certificate or documentary evidence of financial security for repatriation 3. An invalid conformance test report 4. Absence of a wreck removal liability certificate 5. Missing continuous synopsis record 6. An incomplete International Oil Pollution Prevention certificate 7. Invalid seafarers employment agreement 8. Missing civil liability certificate for bunker oil pollution damage 9. Expired nautical publications affecting navigation safety 10. Unknown working language onboard 11. Outdated navigational charts 12. Incomplete voyage or passage planning 13. Missing International Code of Signals as per SOLAS 14. Lack of fire drill training for emergency systems 15. Deficiencies in radio communications due to an inadequate reserve energy source 16. Inoperative gas instruments impacting labor conditions Following this extensive inspection, 'Wave' was released on March 6, 2026. However, the repercussions of the vessel's considerable deficiencies led to a ban on its access to ports under the Paris Memorandum of Understanding (MOU). This sanction stems from previous detentions, specifically on June 19, 2024, in Trieste, where the ship was held for 14 days due to 20 deficiencies, and again on November 28, 2023, in Gemlik, for four days with 25 identified deficiencies. The growing history of compliance issues highlights the ongoing challenges within maritime safety standards and regulations. As the industry commits to upholding stringent safety practices, the case of 'Wave' serves as a reminder of the importance of thorough inspections and adherence to maritime regulations.
