New Captain of the Port Orders Affect Two Offshore Vessels in San Juan Harbour
On May 9, 2026, the Coast Guard Sector San Juan published an announcement regarding Captain of the Port Orders issued to two offshore vessels—the 'Water Spirit 2' and the 'Admiral Pride.' These orders are a direct response to the vessels obstructing the navigable San Antonio Channel within San Juan Harbour, Puerto Rico, on May 1, 2026. Until further notice, both vessels will be barred from re-entering San Juan unless they can provide evidence to the Coast Guard of their competency to moor in strict adherence to established industry standards, ensuring no disruption to the safe navigation of other vessels in the harbour's limited waterways. Under Title 46 USC § 70036, any individual failing to comply with these orders may face hefty civil penalties of up to $117,608 for each day that a violation persists. Importantly, Mediterranean mooring is only permissible when no part of the vessel or its anchors intrudes upon navigable channels. The Captain of the Port has made it clear that anchoring or securing vessels in a way that obstructs vessel passage in navigable channels is strictly forbidden under 33 USC § 409. These navigable channels are regulated by law, principally by the Army Corps of Engineers, with the Coast Guard enforcing compliance rigorously without any option for exceptions. In an effort to heighten awareness regarding these and other potential hazards in San Juan Bay, Sector San Juan has circulated a Marine Information Safety Bulletin to the maritime community. The San Antonio Channel, known to be among the busiest in the Eastern Caribbean, extends approximately 1.2 miles with widths ranging from 300 to 500 feet, classifying it as a narrow channel under navigation regulations. Notably, some of the world's largest cruise ships, which can exceed 1,100 feet in length and 150 feet in width, regularly dock in San Juan. These ships typically moor just opposite where the 'Admiral Pride' and 'Water Spirit 2' have been utilizing the med-mooring technique, further complicating navigational safety in the area.
