NTSB Releases Findings on 'GH Storm Cat' Allision with Grain Facility
The National Transportation Safety Board (NTSB) has unveiled a comprehensive Marine Accident Brief concerning the incident involving the boom of the bulk carrier 'GH Storm Cat', now known as the 'Eaubonne'. This accident took place on November 11, 2020, at the Zen Noh grain facility located in Convent, Louisiana. During the loading of corn using its No. 1 crane boom, the vessel made contact with a section of the grain facility. Fortunately, the crane on board was undamaged; however, the shoreside conveyor gallery sustained an estimated damage of $481,006. At the time of the incident, the ship's crew, consisting of 19 members, was in the process of removing a payloader from the filled number 1 cargo hold. A Zen-Noh Grain Corporation worker had secured the crane hook to the payloader before stepping out of the operator's sight. As the crane operator lifted the payloader without the aid of a signalman or spotter, the boom's tip inadvertently penetrated the runway of the shoreside facility when attempting to lower the payloader onto the pier. The NTSB concluded that the lack of a designated signalman was a major factor contributing to the incident, which resulted in the crane operator's miscalculation of the boom’s position during the operation. The NTSB emphasized the importance of thorough planning and risk assessment for all maritime lifting tasks, asserting that all personnel involved should be clearly defined, and their responsibilities understood prior to the lift. Just two days later, on September 9, the 'Trident Challenger', under the management of Marine Managers Ltd., faced arrest as a result of proceedings led by Dentons Rodyk & Davidson LLP. The estimated value of the 'Trident Challenger' stands at $9.47 million, according to VesselsValue.com. While the specific reasons behind these detentions remain undisclosed, such incidents often arise in the context of payment disputes, underscoring the ongoing challenges within maritime financial dealings.
