On April 21, 2020, ICICI Bank, based in India, took legal steps to impound two oil tankers operated by Ocean Tankers (Pte) Ltd, which is part of the Singaporean oil trading firm Hin Leong Trading Pte Ltd (HLT). The vessels involved, 'Wu Yi San' and 'Chang Bai San', were transporting oil cargoes that were financed by the bank. ICICI Bank is reportedly facing an exposure of approximately $100 million to HLT, raising significant concerns within the financial community. Court documents have revealed troubling allegations against HLT's founder and director, Lim Oon Kuin, also known as OK Lim. He purportedly instructed the company not to disclose substantial financial losses that accumulated over the years, which are now estimated to be in the hundreds of millions of dollars. In light of this situation, news broke that shares of ICICI Bank dropped around 4% following reports of its financial exposure to HLT. Compounded by these issues, a number of HLT's lenders recently withdrew credit lines due to doubts regarding the company's ability to meet its financial obligations. Reports indicate that Hin Leong is burdened with debts nearing $4 billion owed to more than 20 banks, including major institutions like HSBC Holdings Plc, ABN Amro Bank NV, and Société Générale SA, who have filed separate claims with the Accounting and Corporate Regulatory Authority concerning Hin Leong’s cargoes and receivables. Further investigation revealed that Hin Leong had concealed nearly $800 million in losses from futures trading, directed by Lim Oon Kuin. This alarming revelation indicates a far more significant financial gap within the company than previously understood. Following these developments, Lim Oon Kuin announced his resignation from all executive positions in Hin Leong, the Xihe Group, and affiliated entities as of April 17, 2020. He is also set to relinquish his roles as director and managing director of Ocean Tankers.
