Ship banned from Paris- MOU ports after third detention since November
**Title: 'Sulina' Vessel Faces Ban from Paris MoU Ports Following Third Detention Since November** On May 12, 2023, the vessel 'Sulina' was detained for the third time since November 2022, this latest incident occurring in Burgas, Bulgaria. The inspection revealed a staggering 16 deficiencies, 11 of which were deemed serious enough to warrant an immediate detention. The critical issues identified included: 1. **Expired Seafarers Employment Agreement** - Documents lacked currency. 2. **Nutritional Quality of Provisions** - Food supplies were found inadequate. 3. **Electrical Hazards** - Safety conditions regarding electrical systems were compromised. 4. **Rescue Boat Maintenance** - Launching arrangements for life-saving appliances were not properly upheld. 5. **Navigation Safety** - Charts were outdated, jeopardizing maritime safety. 6. **Missing Voyage Plan** - Essential documents for navigation were not available. 7. **Compass Correction Log Omitted** - Vital navigational corrections were not logged. 8. **Unreadable Freeboard Marks** - Concerns over vessel buoyancy due to illegible marks. 9. **Malfunctioning Atmosphere Testing Instruments** - Critical safety equipment was out of order. 10. **Defective Machinery Control Alarms** - Alarms for engine controls were not functioning properly. 11. **Improper ISM Certification** - The International Safety Management (ISM) certificate did not meet regulatory requirements. Following the detention, 'Sulina' was released on May 15, but the ramifications of the inspection resulted in a ban from entering ports under the Paris Memorandum of Understanding (MoU). This comes in the wake of previous detentions, including an incident on February 27, 2023, in Aliaga, where the vessel was held for five days due to 24 deficiencies, and a lengthy detention on November 3, 2022, in Heraklion, which lasted for over 102 days due to a staggering count of 41 deficiencies. The repeated issues highlight significant shortcomings in the vessel's operational standards, raising serious concerns about safety compliance and maritime regulations. As authorities tighten scrutiny on substandard vessels, the 'Sulina' will now face restrictions that could impact its future operations in European waters.
Detention two weeks after release
**Title: Vessel 'Sulina' Faces Second Detention Within Weeks in Aliaga** On February 27, 2026, the cargo ship *Sulina* found itself detained once more at the Aliaga port, marking its second detention in a mere fortnight. This latest enforcement action identified a total of 24 notable deficiencies onboard, with five serious issues that warranted immediate detention. The serious deficiencies included: 1. Inadequate certification and documentation. 2. Missing navigation charts. 3. Malfunctioning fire detection and alarm systems. 4. Unsatisfactory crew accommodation conditions. 5. An inoperative Bridge Navigational Watch Alarm System (BNWAS). Following the identification and resolution of these safety concerns, *Sulina* was released from detention on March 3, 2026, and subsequently embarked on its journey towards Constanta. This recent detention follows an earlier incident where *Sulina* was held in Heraclion from November 3, 2025, for a lengthy 102 days, before being cleared on February 12, just 15 days ahead of this latest occurrence. Such frequent detentions raise crucial questions about maritime safety practices and the overall conditions on board the vessel.
