Ships divert from Ningbo after closure due to Covid-19
Ships were beginning to divert from Ningbo to Shanghai, following the decision to close the Ningbo Meishan Island International Container Terminal (MSICT) due to Covid-19 on Aug 11, 2021. All operations at the terminal were suspended at 3 a.m. on Aug 12, with the gate-in of export containers limited to two days of a vessel’s ETA. CMA CGM said cargo operations on its vessels 'CMA CGM Samson', on its PEX3 service, and 'CMA CGM Rivoli', on FAL1, which are alongside, were temporarily on hold until the terminal re-opened. The 'CMA CGM Melisande', serving PEX3, would now call at Shanghai on Au 18 or 19, and then go to Ningbo, arriving Aug 20 or 21. The FAL3 service’s Kerguelen would follow the same pattern, but two days earlier. The 'CMA CGM Centaurus', on Columbus PNW, 'Cosco Venice' (GMXP) and 'Kota Carum' (REX2) will omit Ningbo altogether. Hapag-Lloyd warned customers of an expected delay in planned sailings, while Cosco also said some ships would omit Ningbo this week.
Accident investigation report published
On Oct 18, 2018, the MAIB published a report on the allision of the "CMA CGM Centraurus" with the quay and two shore cranes during its arrival under pilotage at Jebel Ali in May 2017, which resulted in the collapse of a shore crane and 10 injuries, including one serious injury, to shore personnel. The incident occurred because the ship was unable to attain a sufficiently high rate of turn into a basin in preparation for berthing. The pilot was unaware of the ship?s speed, and the ship's bridge team were uncertain of the maximum speed required to complete the turn safely. There was no agreed plan for the intended manoeuvre, and therefore no shared mental model between the bridge team and the pilot. Consequently, the pilot was operating in isolation without the support of the bridge team, allowing the pilot?s decision-making to become a single system point of failure. The pilot's performance was focused on efficiency, which influenced his decision to turn the ship into the basin without ensuring that the manoeuvre was conducted at a sufficiently slow speed to enable its safe completion.
Crane collapse following allision with quay
On May 4, the "CMA CGM Centaurus" allided with the harbour wall when docking at Jebel Ali's Terminal 1 in Dubai at 9.40 a.m., causing the leg of a quay crane to collapse. A second crane was shifted off its rails but remained upright and stable. Terminal safety teams immediately responded to the incident and global safety teams from its head office joined them on site within five minutes. The area was evacuated and an exclusion zone created. Safety drones were also deployed to survey the area, locate anyone in need of medical assistance and ensure the safety of the responding crews. The accident caused one moderate and nine minor injuries. The man with a moderate injury, a fractured arm and leg, was taken to hospital and was in a stable condition. The collapsed quay crane was to be removed following the necessarty procedures once the investigation has been completed. The other crane was assessed regarding its structural integrity. On May 8 the container ship left the port again, next being bound for Hamad. Experts believed a miscalculation by a pilot could be the reason for the ship hitting the crane.
