Challenge-Procyon

The SAT (Mexican Tax Administration Service), fuel theft, and the 'Challenge Procyon' were key elements in a tax case confirming that the seizure of illegal fuel reported by federal authorities in the port of Tampico was only half of the actual cargo. Official documents indicated that the ship was transporting 20,944,000 liters of diesel, although only 10 million liters were publicly reported as seized. According to the case file, the shipment entered Mexico in late March 2025 and was imported by the company Intanza, which declared the product as additives for lubricating oils, when in reality it was diesel. The records of the administrative procedure initiated by the National Customs Agency of Mexico (ANAM) in Nov 2025 detailled that the ship was carrying 17,459,290 kilograms, which, converted to liters with a density factor of 0.8336 kg/L, is equivalent to 20,944,445.77 liters of fuel. The tax file indicated that the SAT determined that the product was not additives, as declared in the import declaration, but diesel oil, which implied a tariff reclassification and the detection of an omission in the payment of taxes.
