Offshore ship refloated
After several days of work by the company that owns the 'Ene Visión' and the relevant authorities, the vessel, which had been grounded for eight days at the mouth of Luperón Bay, was removed on the morning of Feb 17 with the high tide at 9 a.m. by the tug 'Advent Bay', after the towing lines had snapped twice before. Thanks to adherence to all established protocols, both on the water and on land, and the establishment of a command center to coordinate the operation, the maneuver was carried out successfully and without incident. The participating institutions were: • Dominican Republic Navy • Dominican Port Authority • Luperón Fire Department • Ministry of Environment and Natural Resources Report with photos and video: https://loosecannon.substack.com/p/ship-freed-from-rocks-at-luperon?r=nzq2r&utm_campaign=post&utm_medium=web&fbclid=Iwb21leAQC7JljbGNrBALsWWV4dG4DYWVtAjExAHNydGMGYXBwX2lkDDM1MDY4NTUzMTcyOAABHkMwlsMMV7GXxGir1RBEu3wJKtphyNiX5s_F6to-UXJr5koge20Ct7s9Pch1_aem_Qy372HTgBK_QwluuhpJz2g&triedRedirect=true
Salvage effort failed
On the morning of Feb 15, the larger tug ' Advent Bay' (IMO 7301271) started another attempt tried to pull the ' ENE Vision' off the reef. The tug had left Los Calderas on Feb 12 and arrived in Puerto Plata on Feb 15. The salvage efforts, however, had to be suspended without success again.
Supply ship carrying tug ran aground at LuperĂłn
On Feb 9, 2026, the 'ENE Vision', en route from the Amelua Shipyard in Louisiana to Puerto Plata, ran aground on the rocks at the entrance to Grecia Bay, in the municipality of Luperón. The ship was carrying the pusher tug 'Miss Ramona' (MMSI: 367431720) on its deck and towing a barge, when it suffered engine trouble shortly after dawn, while headed toward the Luperón Bay’s entrance. The towed barge was disconnected and maneuvered into the harbour with a 18’ panga with a 70 Jp engime and a larger fishing vessel, which was handling the aft end, benefiting from calm conditions. Despite assistance from officers of the local Navy base, the mothership ended up anchored on short scope and grounded on a reef on an ebbing tide. Rising winds and waves throughout the day pushed the 'ENE Vision' right up against the craggy shoreline with reefs on either side of the entrance. Two tugs arrived and tried to tow thr 'ENE Vision' back into deeper water, but the ropes broke. One of the response vessels briefly grounded on a nearby shoal. but managed to refloat with own power. A RoRo vessel also arrived to help, but could not intervene. It was tried again to free the ship on Feb 10 at 3 a.m., when it was high tide. The ship started leaking fuel, after the hull was dented and breached on the rocks. There were plans to remove the pusher tug from the vessel before more salvage attempts would be made. The Emergency Operations Center (COE) maintained a green alert for the northern coastal strip, from Manzanillo to Cabo San Rafael, and warned of dangerous swells, with waves that could reach up to 10 feet in some areas. The Dominican Institute of Meteorology forecast that the swells would continue for 24 to 48 hours before gradually returning to normal. Meanwhile, agencies and government entities were maintaining constant monitoring of the area and implementing a contingency plan to prevent environmental and economic impacts in Luperón Bay. Involded authorities in the area included the – Dominican Navy; – Port Authority; – Ministry of the Environment; – 911 National Emergency System. The 'ENE Vision' was formerly sailing as 'HOS Crossfire', and was sold by the previous owner Hornbeck Offshore some time ago. However, the vessel's name and ownership have not been updated in its Equasis record, and its status was listed as in layup. Its flag state was not officially recorded, but the vessel's stern was marked with "Puerto Plata, Dominican Republic".
