People in the water did not jump from vehicle carrier

Three people who were reported to have fallen off or jumped from the "Cape Washington" at Port Covington into the Patapsco River on Dec 22, 2013, were never on board. 911 calls reported that several individuals fell from the ship into the water. The plice investigation at this time revealed that they were not on the ship. In the morning Baltimore Police, fire and other agencies helped pull a woman from the water; two men she was with were found by divers and later pronounced dead. The three knew each other and lived in Baltimore It was unknown how they got onto the pier.
