Russian icebreaker illegally crossed border to Estonia without permission
On Feb 28, 2026, the 'Murmansk' had to free a tanker, and in doing so,Illegally crossed the maritime border with the neighbouring EU and NATO member Estonia close to the island Vaindlo without permission. The ship did not notify the Ministry of Foreign Affairs or the Estonian Navy of its entry into Estonian territorial waters, nor did it respond to radio calls. The Ministry of Foreign Affairs in Tallinn summoned the Chargé d'Affaires of the Russian Embassy regarding the incident and delivered a diplomatic note. With this note, the Russian Federation was reminded that clear and unambiguous rules applied in Estonian territorial waters, even during the icebreaker season. A foreign vessel may exercise the right of peaceful passage through territorial waters, provided the foreign state notifies the Ministry of Foreign Affairs through diplomatic channels at least 48 hours prior to entry. Given the difficult ice conditions and the need to assist ships, Estonia was prepared to reduce the time until the end of the icebreaker season to six hours.
