The "Rodion Oslyabya" was detained on Oct 27 in Tekirdag with 17 deficiencies, eight of which being regarded as seriously and grounds for a detention: 1) Certificate & Doc - Cargo Ship Safety Equipment Invalid 2) Safety of navigation - Voyage data recorder Inoperative 3) Safety of navigation - Voyage data recorder Missing 4) Emergency systems - Emergency lighting, batteries and switches Inadequate 5) Emergency systems - Emergency fire pump and its pipes Insufficient pressure 6) Structural conditions - Ballast, fuel and other tanks Holed 7) Radio communications - Reserve source of energy Not as required 8)) ISM - Ism certificate Not as required The vessel was released again on Nov 7 and left the port enroute to Rostov on Don with an ETA as of Nov 14.
